Splitsecnd Turns Any Car Into A Connected Car, Launches Plug-In Crash Detection Device

Adding this kind of functionality to an older car is typically very costly, but the Nashville-based startup Splitsecnd just launched an Internet-connected plugin for any car that offers the same kind of functionality and also lets you track your car's location online. The device costs $199 plus a $14.95 monthly service fee and is now available for purchase on Splitsecnd's website. It will ship within the next two weeks. The company hopes to start selling it at brick-and-mortar stores later this year.

Senate panel likely to vote this week on CIA pick

WASHINGTON (AP) ? A White House commitment to provide lawmakers with additional information about the attack on the U.S. diplomatic mission in Benghazi, Libya, may have cleared the way for a vote later this week on President Barack Obama's nominee for CIA director, the chairwoman of the Senate Intelligence Committee said Monday.

Republicans had demanded the records as a condition of moving forward with John Brennan's confirmation.

"The administration has agreed to provide the material, (and) some of it is going to be provided tomorrow," said Sen. Dianne Feinstein, D-Calif. "It is my hope that that is sufficient and we will be able to schedule the nomination for a vote on Thursday."

But Feinstein also said the Obama administration has not yet responded to the committee's request for more details about the classified Justice Department legal opinions that justify using unmanned spy planes to kill al-Qaida suspects overseas, including American citizens.

Feinstein said she still needs to consult with the committee's vice chairman, Sen. Saxby Chambliss, R-Ga., on the date for the vote on Brennan's nomination. She declined to specify what information on Benghazi the White House will be giving the committee.

A congressional aide said last week that the documents include emails between top national security officials showing the debate within the administration over how to describe the attack and other documents the committee had previously requested. The aide spoke on condition of anonymity because he was not authorized to discuss the matter publicly.

While the nomination appears to be headed for a committee vote, several senators said Monday they still have lingering questions and concerns about the lethal drone strikes and Brennan's knowledge about the CIA's use of harsh interrogation techniques during the Bush administration.

Brennan, 57, is a veteran of more than three decades in intelligence work. He withdrew his name from nomination to head the CIA at the start of Obama's first term amid questions about the role he played at the spy agency when the Bush administration approved waterboarding and other forms of "enhanced interrogation" of suspected terrorists.

"We need any and all legal opinions pertaining to the targeted killings, and we have not gotten that," said Sen. Ron Wyden, D-Ore., a member of the Intelligence Committee. "We need those documents in order to carry out our obligation to do vigilant oversight."

Sen. Susan Collins, R-Maine., said she is inclined to support Brennan's nomination but agreed the Justice Department opinions should be disclosed to the committee along with the Benghazi information. "It's my understanding that we're making some progress on that latter issue but not any on the former," she said.

Sen. John McCain, R-Ariz., has threatened to put a hold on Brennan's nomination unless the Benghazi information is delivered. He also has said that Brennan's positions on waterboarding and torture are inconsistent because Brennan has said he's opposed to such methods while also arguing they saved lives.

"We have a number of questions that need to be answered," McCain said.

Sen. Rand Paul, R-Ky., said last week he will filibuster Brennan's nomination unless his concerns over the legality of using drone strikes inside the U.S. are answered. Paul said he has written to Brennan three times about the extent of the government's drone authority, most recently on Feb. 21.

Brennan has told the Senate Intelligence Committee that the Obama administration has not carried out drone strikes on U.S. soil and has no intention of doing so.

But Paul said that answer is insufficient. "The question that I and many others have asked is not whether the administration has or intends to carry out drone strikes inside the United States, but whether it believes it has the authority to do so," Paul wrote. "This is an important distinction that should not be ignored."

Moira Bagley, Paul's spokeswoman, said Monday the senator has not received a response from Brennan.

Presidents Day isn't really a holiday

Millions of Americans will be honoring the legacy of America?s presidents on Monday?even though a national Presidents Day holiday is pure fiction.

washington1795The annual event is also pegged to a gigantic motor vehicle sales push in neighborhoods across the country, which is definitely not fictional.

To set the record straight, the third Monday in February is a federal holiday, meaning that federal employees get the day off and federal offices are closed.

Officially, the holiday is called Washington?s Birthday, to honor the first American president, George Washington. The date for the annual federal holiday was established by Congress with the Monday Holidays Act, which went into effect in 1971.

But dozens of states celebrate the presidential legacy, or the hope of getting a really great deal on a car, on the same day.

One website, Geometrx, went to the trouble of looking at the official holiday calendars for all 50 states, in a quest to see who actually calls the holiday ?Presidents? Day,? or ?President?s Day,? or ?Presidents Day.? Or something else.

The tally shows that approximately 16 states celebrate Presidents Day, and another 15 states observe Washington?s Birthday. Nine states don?t observe a holiday on the third Monday in February. The other celebrated a holiday that includes the words President, Washington, Lincoln, Thomas Jefferson, and Daisy Gatson Bates, in some combination.

The real challenge is sorting through the varying punctuation of ?presidents??it?s enough to make any copy editor dizzy. In 17 states it?s Presidents? Day (plural possessive), in five states it?s Presidents Day (plural), and in four states it?s President?s Day (singular possessive). Much to the chagrin of copy editors, there is nothing close to national consensus on the pseudo-holiday?s name.

Whatever it?s called, though, car dealers are all over it. The industry latched onto the holiday in the 1970s and, through a grassroots effort, promoted the name as synonymous with savings. Of course, department stores and numerous other retailers have promoted sales over the weekend, much like other three-day holiday weekends.

The holiday?s timing, after the Monday Holidays Act was passed, was perfect. Mid-February was a good time for dealers to launch the spring sales line, and people were off from work with some free time to spare.

While the advent of online car sales and fixed pricing may have diminished some of the sales hype for Presidents Day (or President?s Day or Presidents? Day), it?s still a big deal for the industry.

Top five memories from 2013 NBA All-Star Weekend

LeBron James came into the weekend with the hype he?s built through the monstrous 60 percent, 30-point tear that he?d been on for nearly seven straight games.

Kevin Durant dropped (another) 30-spot: It was his third straight 30-point All-Star game.

Kobe Bryant made an timely, game-sealing block with the West up 134-126 and under 2:40 seconds to play in the game.

Carmelo Anthony and Dwyane Wade each played a well-rounded game.

What do all of these players have in common?

Despite their All-Star game performances, they didn?t do enough to make this particular list of the top five memories of the 2013 NBA All-Star weekend in Houston, Texas.

One point guard stole the show and shed light on what the future has to offer, while another crafted a masterpiece performance in the All-Star game, reminding everyone that he?s the definition of a true lead guard.

Here are my top five memories from my first NBA All-Star weekend:

Kyrie Irving:??He?s gonna be unbelievable,? said LeBron James. ?He?s already unbelievable in this league right now. What he?s gonna do in the future, it?s gonna be crazy? He belongs here.?

Irving came to All-Star weekend in Houston with an agenda, and his trifecta of performances further exemplified this kid?s ability to step up when he?s in the limelight.

?This weekend was just basically about earning everybody?s respect and getting a chance for people to see me that don?t usually see me,? he said before the All-Star Game. ?This weekend is to show my face to the fans and get everybody acclimated to my face in the league.?

Friday night: Carve up the Team Shaq defense to the tune of 32 points (14-20 FG) while making highlight reel plays and making the atmosphere seem as if he were playing in a high school All-Star game?

A Sumatran tiger gave birth to an apparently healthy cub at the San Francisco Zoo over the weekend in a rare boost to the critically endangered subspecies, zookeepers said on Thursday.

There are estimated to be as few as 400 Sumatran tigers in the wild, and zookeepers were monitoring the pair in the zoo's secluded Lion House via webcam to allow the 9-year-old mother, named Leanne, and baby to bond with little human interference.

"All signs seem to be positive so far," said Corinne MacDonald, San Francisco Zoo curator of carnivores and primates.
"Mom and cub are bonding," she said, adding the cub appeared to be healthy and was active and eating a lot.

The unnamed cub was the first tiger born at the San Francisco Zoo since 2008, when Leanne delivered a litter of three males. The cubs were transferred to zoos across the United States. Before 2008, the zoo had not had a tiger birth in 30 years.

Zoo staff will not know the gender of the newborn until its first examination at least two weeks from now.

"These births are definitely rare," said Dr. Tara Harris, a tiger specialist with the North American accrediting group Association of Zoos and Aquariums. About 75 Sumatran tigers are in captivity in North America and give birth to two to four litters a year, she added.

The cub, which will stay at the zoo for a year and a half before zookeepers decide whether to transfer it, was fathered by a 6-year-old tiger named Larry, who was temporarily transferred from the Audubon Zoo in New Orleans for breeding.

Leanne was one of a handful of tigers worldwide to receive prenatal sonograms and exams while awake. Captive tigers are generally put under during the pregnancy exams, which can be dangerous to the mammals.

"It's so much better for these animals not to have to be sedated. Many animals have adverse reactions to the anesthesia, which can be worse than the actual procedure," MacDonald said.

In the wild, Sumatran tigers - the smallest of six tiger subspecies - are found only on the Indonesian island of Sumatra in lowland and mountain forests. Habitat destruction and poaching are the main reasons for the tigers' endangerment. (Editing by Cynthia Johnston and Peter Cooney)

President Obama may have dreams of advancing his ambitious nuclear nonproliferation and disarmament goals in his second term, but North Korea?s third nuclear test this week risks spoiling that vision by setting off a nuclear race in an increasingly uneasy Northeast Asia.

In the wake of Pyongyang?s latest nuclear blast ? and its hints that it intends to carry out additional nuclear tests in the coming months ? political leaders and media in both South Korea and Japan are suggesting that the pressure to fight fire with fire and go nuclear may be too hard to resist.

And any moves in the region to build nuclear arsenals in response to a belligerent North Korea would no doubt have repercussions in China, nuclear experts say, especially since Beijing ? already involved in a tense territorial dispute with Japan ? would likely respond by augmenting its own nuclear arsenal.

?There are a lot of clocks running here, but they?re all counting down towards the same outcome, and that?s the nuclear cliff,? says Henry Sokolski, executive director of the Nonproliferation Policy Education Center (NPEC) in Arlington, Va..

Both Japan and South Korea have security treaties with the United States that place them under the US nuclear umbrella. In effect that means they shouldn?t need their own nuclear arsenals because the US is obligated to defend them in the case of an aggression.

But the North?s nuclear test has led to public musings in both countries that maybe their no-nukes policies need to change.

In South Korea, conservative members of the National Assembly and like-minded media have said the country must consider matching the North. One lawmaker declared that stones are not good enough for fighting a gangster with a machine gun. South Korea?s soon-departing president, Lee Myung-bak, described the recent calls for South Korea to go nuclear as ?patriotic? in a newspaper interview.

?I don?t think the comments are wrong because they also serve as a warning to North Korea and China,? President Lee told the Dong-A libo newspaper.

In Japan, the nationalist and surging Japan Restoration Party has been the main source of calls for developing nuclear weapons ? to counter not just North Korea, party leaders say, but also nuclear powers China and Russia.

Officially Japan?s position is that, since it is prohibited in its constitution from developing an offensive military capability, its counter to regional aggression is the US-Japan security alliance. But Japan?s new prime minister, Shinzo Abe, has lent support to the idea of amending the constitution to allow for a more robust defensive posture. Some Japan analysts say that move is aimed at least in part at opening the way to a nuclear arsenal.

Former Milford police officer dies in Florida

MILFORD -- Officer Edward F. Kelly Sr., considered the public face of the Milford police department for many years before his retirement, died in Florida on Thursday. His age was not disclosed.

Kelly had moved to Florida in 1999 and continued his law enforcement career there for several years. He died at his home Thursday, surrounded by his family, said Officer Jeff Nielsen, the department spokesman.

Word of his passing began to spread through Milford on Friday morning, with several residents leaving condolence messages on Facebook.

Rick George, Kelly's friend and Milford's current animal control officer, poked gentle fun at Kelly's last job, as a sheriff's deputy at Disney World: "He was a great police officer and shared his love of the job with all he came in contact with. Mickey Mouse mourns your passing. RIP Ed we will all miss you!''

A former West Haven resident, Kelly served as a Milford officer for 27 years and earned many of the department's top honors. He received the Medal of Merit, a Meritorious Service Medal and seven Certificates of Commendation.

But Kelly is best known here as director of the department's Crime Prevention Bureau, a unit he helped organize. Among his duties was to serve as the department's public information officer and working with local and state media.

He was also the unofficial "Officer Friendly,'' representing the Milford police before school groups and civic clubs, role he seemed to delight in. Together with the late director Kathi Bissell, Kelly performed comic skits on his own time at the Milford Senior Center.

"Ed had a great sense of humor and he was always a joy to be arround,'' Chief Keith Mello said. "But he was also one of the most dedicated police officers I've known; a one-of-a-kind officer.''

Kelly was instrumental in establishing the department's Neighborhood Watch program and Drug Free Milford, along with safety programs for the elderly and for residential property owners.

In 1999, Kelly was chosen by the Milford's St. Patrick's Day Parade Committee to be the Grand Marshall of the parade, and won the Milford United Way's community service award in 1989. He was named police officer of the year by the National Burglar Alarm and Fire Alarm Association.

He was a certified police instructor and had articles published in professional journals, Nielsen said. After leaving Milford Kelly joined the Orange County Sheriff's Office in August, 2000 and was presented with the Deputy Sheriff of the Year award in 2012. Disney World in Orlando was on his beat. The much-decorated officer retired for good only a month ago.

"As only Ed could tell it, he had the greatest job on earth and loved every day of it,'' said Nielsen, who began his career while Kelly was still in Milford.

Calling hours and funeral services will be held in Florida, and Mello said that several current and retired members plan to go down to attend them.

As an asteroid roughly half as large as a football field -- and with energy equal to a large hydrogen bomb -- readies for a fly-by of Earth on Friday, two California scientists are unveiling their proposal for a system that could eliminate a threat of this size in an hour. The same system could destroy asteroids 10 times larger than the one known as 2012 DA14 in about a year, with evaporation starting at a distance as far away as the Sun.

UC Santa Barbara physicist and professor Philip M. Lubin, and Gary B. Hughes, a researcher and professor from California Polytechnic State University, San Luis Obispo, conceived DE-STAR, or Directed Energy Solar Targeting of Asteroids an exploRation, as a realistic means of mitigating potential threats posed to the Earth by asteroids and comets.

"We have to come to grips with discussing these issues in a logical and rational way," said Lubin, who began work on DE-STAR a year ago. "We need to be proactive rather than reactive in dealing with threats. Duck and cover is not an option. We can actually do something about it and it's credible to do something. So let's begin along this path. Let's start small and work our way up. There is no need to break the bank to start."

Described as a "directed energy orbital defense system," DE-STAR is designed to harness some of the power of the sun and convert it into a massive phased array of laser beams that can destroy, or evaporate, asteroids posing a potential threat to Earth. It is equally capable of changing an asteroid's orbit -- deflecting it away from Earth, or into the Sun -- and may also prove to be a valuable tool for assessing an asteroid's composition, enabling lucrative, rare-element mining. And it's entirely based on current essential technology.

"This system is not some far-out idea from Star Trek," Hughes said. "All the components of this system pretty much exist today. Maybe not quite at the scale that we'd need -- scaling up would be the challenge -- but the basic elements are all there and ready to go. We just need to put them into a larger system to be effective, and once the system is there, it can do so many things."

The same system has a number of other uses, including aiding in planetary exploration.

In developing the proposal, Lubin and Hughes calculated the requirements and possibilities for DE-STAR systems of several sizes, ranging from a desktop device to one measuring 10 kilometers, or six miles, in diameter. Larger systems were also considered. The larger the system, the greater its capabilities.

For instance, DE-STAR 2 -- at 100 meters in diameter, about the size of the International Space Station -- "could start nudging comets or asteroids out of their orbits," Hughes said. But DE-STAR 4 -- at 10 kilometers in diameter, about 100 times the size of the ISS -- could deliver 1.4 megatons of energy per day to its target, said Lubin, obliterating an asteroid 500 meters across in one year.

The speed of interplanetary travel -- far beyond what is possible with chemical propellant rockets used today -- could be increased with this sized system, according to Lubin. It could also power advanced ion drive systems for deep space travel, he said. Able to engage multiple targets and missions at once, DE-STAR 4 "could simultaneously evaporate an asteroid, determine the composition of another, and propel a spacecraft."

Larger still, DE-STAR 6 could enable interstellar travel by functioning as a massive, orbiting power source and propulsion system for spacecraft. It could propel a 10-ton spacecraft at near the speed of light, allowing interstellar exploration to become a reality without waiting for science fiction technology such as "warp drive" to come along, Lubin said.

"Our proposal assumes a combination of baseline technology -- where we are today -- and where we almost certainly will be in the future, without asking for any miracles," he explained. "We've really tried to temper this with a realistic view of what we can do, and we approached it from that point of view. It does require very careful attention to a number of details, and it does require a will to do so, but it does not require a miracle."

Recent and rapid developments in highly efficient conversion of electrical power to light allow such a scenario now, Lubin said, when just 20 years ago it would not have been realistic to consider.

"These are not just back-of-the-envelope numbers," Hughes concurred. "They are actually based on detailed analysis, through solid calculations, justifying what is possible. And it's all available under current theory and current technology.

"There are large asteroids and comets that cross the Earth's orbit, and some very dangerous ones going to hit the Earth eventually," he added. "Many have hit in the past and many will hit in the future. We should feel compelled to do something about the risk. Realistic solutions need to be considered, and this is definitely one of those."

Three UCSB undergraduate students are assisting Lubin and Hughes with the DE-STAR project: Johanna Bible and Jesse Bublitz, both from the College of Creative Studies, and chemistry major Joshua Arriola.

Sony PS4 controller to host PS Move motion gaming features

Amid a flurry of PS4 rumours, latest reports have suggested that, as well as hosting a new touchpad interface, the upcoming PS4 controller will feature integrated PlayStation Move motion gaming options.

With PS4 controller images hitting the web earlier today, latest reports have suggested that the light strip shown atop the peripheral?s upper will see Sony?s current PlayStation Move wands made redundant by integrated inclusion within the PS4 controller.

Adding to the growing speculation ahead of the upcoming February 20 PS4 release date announcement, it has been claimed that the repeatedly mooted PS4 controller will feature ?a combination of motion control, touch and traditional analogue buttons.?

According to gaming outlet CVG, previous reports of each PS4 console coming paired with a ?dual-camera? advancement on the current PlayStation Eye are set to ring true, with next-gen PlayStation gamers pairing the camera toting peripheral with a PS4 controller that plays host to inbuilt PlayStation Move motion gaming capabilities.

?Incorporating Move functionality into every single PlayStation 4 controller will, hopefully, put an end to its mass-market neglect, with developers able to take advantage of its standardisation by incorporating motion support into every single game,? the latest reports have suggested.

Citing unnamed studio sources in suggesting the controller?s light bar will change colour like current Move controls, the reports added: ?With the PS4 controller, Move's orb has spread into a LED strip placed across the top of the pad.?

Seemingly set to offer improved, more accurate, motion gaming options, the upcoming PS4 controller will also feature a new touchpad interface in place of the current Start and Select buttons, a feature that will be akin to the rear panel of the PS Vita.

Kicking off interest in the PS4 controller earlier this month, industry magazine Edge stated: ?Sources close to the hardware have revealed to us that PS4 will ship with a redesigned controller which is the same size as an existing Dualshock but features a small touchpad in place of the existing Select, Start and PS buttons.?

Further reports added that the incoming touchpad ?will be a two-point multi-touch capable ?pad? similar to the one on the back of the Vita.?

Requiring camera to track the light-emitting PlayStation Move enabled motion gaming features, the PS4 controller will reportedly by paired with a newly revised PlayStation Eye ?dual-camera? that will Microsoft?s Kinect offering.

With the PlayStation 4 camera said to incorporate a pair of wide-angle cameras, each of which features a HD capable 1280 x 720p image resolution, a collection of four 48 Khz microphones are also set to be included, allowing gamers to control the console via voice commands.

Whilst it is believed the add-on will enable the PS4 to automatically recognise gamers and log them in to their specific accounts without prompting, recent reports have suggested that ?currently it?s not clear if this device will support body tracking in the future as Kinect, but it?s almost sure that it will be bundled with every Orbis (PS4) system.?

EXPORTS by India?s flagship IT outsourcing industry are set to grow by 12 to 14 per cent in the next financial year, an industry group said on Tuesday (February 12), suggesting signs of recovery.

?

Higher global spending on information technology and opportunities stemming from the adoption of new technologies are likely to propel the growth, Nasscom President Som Mittal told reporters.

?

?India is likely to export software and services worth $84 billion to $87 billion? in the fiscal year that starts in April, the National Association of Software and Services Companies, or Nasscom, said in a statement.

?

India?s top software firms TCS, Infosys and Wipro all reported better-than-expected quarterly earnings last month, despite tough global business conditions.

?

?The Indian IT-BPM (Business Process Management) industry has demonstrated resilience and agility in the past year,? said Nasscom chairman and TCS chief executive N Chandrasekaran.

?

India?s IT exports are likely to have grown by 10.2 per cent in the current fiscal year to March, down from a previous estimate of 11 per cent in November, after global firms from western nations slowed IT spending.

?

The growth, while still strong, is a far cry from earlier years when the sector?s exports were expanding by up to 30 per cent annually.

The data comes a day ahead of the start of a three-day industry conference, which is set to outline future growth areas and challenges ahead for the sector.

Thanks to advancing technology, a new car insurance product is entering the Utah market known as usage-based insurance.

Here?s how it works ? You plug in a little gizmo just under the steering wheel of your car (or use On-Star) and it starts tracking your driving habits, such as speed and mileage. Then, all of that information goes to the insurance company which, based on a month or so of data, spits out your insurance premiums. It?s all optional, but insurance companies say there may be double-digit discounts for those who participate.

"I?m going to love it; my wife?s not," said Adam Ware, an Allstate agent in Sandy.

Ware installed Allstate?s DriveWise device in his two cars in December and it?s been tracking the couple?s driving habits ever since.

"It?s showing that I?m eligible for a 17 percent discount and she?s showing a 2 percent discount" for slamming on the brakes a bit too often, he said.

For Ware, it?s all about the money.

"In today?s world, if it?s going to give me a discount or an advantage, I?m all for it," Ware said.

The usage-based trend ? Consulting firm Towers Watson calls usage-based insurance an "auto insurance revolution." But the pay-as-you-use model is nothing new in consumer products, with the cell phone market leading the way. Himanshu Mishna, a University of Utah professor who studies consumer behavior, said user-based pricing benefits both businesses and consumers.

"Having a pay-as-you-go option makes it easier for companies to segregate light users from heavy users and then charge heavy users more," Mishna said. "In addition, it gives people the freedom to use the service as much or as little as they want, which might be appreciated by consumers who won?t feel that they have been forced into a specific usage level."

But are consumers willing to swap a bit of privacy to save a buck? Mishna says yes.

"When we use a loyalty or discount card at any grocery store, we are giving up our purchase history for a 1 or 2 percent discount," he said. "If you buy diapers, they will mail you coupons for baby foods and baby soaps. So if you look around, we are already selling our privacy for small discounts."

How it?s working in Utah ? So far, only a handful of Utah?s top auto insurers are offering usage-based premium programs, and the data tracked varies from company to company. For instance, the state?s largest auto insurer, State Farm, uses On-Star to record miles driven, acceleration, braking, right and left turns, speeding over 80 mph and the time of day the vehicle was driven.

State Farm corporate spokeswoman Angela Thorpe said their Drive Safe and Save (DSS) program has been available to Utah customers since last March and their customers can save up to 50 percent.

"It?s a program that helps us better match price to risk, and that?s a good thing for our customers," said Thorpe. "This discount program tends to inspire State Farm customers to drive fewer miles, which has a positive impact on auto safety, roadway congestion, the cost of vehicle operations and the environment."

Allstate won?t introduce its DriveWise program into the Utah market until mid-year. But in the 10 states where DriveWise is now available, Allstate spokeswoman Chelci Vaughan said the average customer is getting 14 percent off their insurance premiums.

"It?s certainly been a popular option," Vaughan said. "If you?re willing to drive with [the device], why would you not sign up for a discount? People are eager to jump at the chance for savings."

A million drivers nationally have signed up for Progressive?s Snapshot program and about two-thirds are getting a discount, said Dave Pratt, Progressive?s general manager for usage-based insurance. Pratt said since Snapshot rolled out in 2010, they?ve collected 6 billion miles worth of information, but he assured that the data is secure.

"We only use the data to calculate the discounts. We don?t sell it," he said, noting the company has a special privacy policy in place. He also said early versions of Snapshot tracked where drivers were going, but objections from customers pushed the company to remove GPS from the program.

Venture Capitalists Don't Know How to Invest in the Smart Grid ...

It?s no secret that 2012 wasn't a banner year for cleantech investing, and smart grid was no different. As deployment of smart grid technologies has begun to slow, investment activity has followed suit. Late-stage funding dominated smart-grid and smart-grid-related investment in 2012, totaling approximately $1.1 billion, with an average deal size of $29 million (though skewed by $100-million-plus investments in companies tangential to smart grid, such as plug-in hybrid maker Fisker Automotive and Bloom Energy).

In total, more than 80 percent of all dollars invested went to energy efficiency, transportation, and energy storage, while more clearly defined smart grid segments, including communications, distribution automation, transmission, energy management and software received an anemic $200 million through nineteen disclosed investments and one undisclosed investment. ?

What explains the disproportionate investment levels in efficiency (mainly via LEDs), transportation, and energy storage? The answer is that all three market segments operate outside of the regulated utility industry -- a sector where adoption of nascent technologies is typically constrained by staunch public utility commissions and long budget cycles.

In other words, Silicon Valley has largely outpaced the incremental nature of the utility sales cycle. Short of additional stimulus funding or drastic regulation on carbon emissions and/or renewable generation, we are unlikely to witness the same fervent investment levels that were observed post-stimulus.

However, there were some bright spots for smart grid investing in 2012. Based on total deal count, energy management continued to be a hot sector for VCs, accounting for approximately $95 million. Boulder, Colorado-based Tendril led the sector, closing $25 million in May and an additional $15 million in December, bringing the company?s total funding to $111 million. Tendril also acquired energy auditing software maker Recurve earlier this year. If Tendril?s restructuring and recent funding is indicative of the sector as whole, 2013 may by the year where the energy management market finally materializes.

Additionally, Philadelphia-based Viridity Energy closed a $15 million dollar series C round in August, led by Japanese investment bank Mitsui and Company for its VPower demand response platform. The Mitsui investment demonstrates continued interest from Japanese firms following the $2.3 billion acquisition of Swiss smart meter and communications provider Landis+Gyr by Toshiba in 2011, and a $30 million debt offering for Silver Spring Networks led by Hitachi earlier this year.

The international investment trend is likely to continue as Tepco finalizes its smart metering RFP and begins the vendor selection process in late 2013. In addition, given the lingering generation shortages post Fukushima, and a strong governmental and cultural emphasis on demand-side management, we anticipate that Japan will be one of the first international markets where home-area networking will be adopted at scale.

In other communications activity, On-Ramp Wireless closed a round of series C funding totaling $10.1 million in July. Siemens and British Gas (the retail arm of Centrica) invested approximately $18.8 million in broadband over powerline communications provider, Power Plus Communications.

Despite the modest venture capital activity, communications has been an area rife with activity. In the past year, just under $3 billion has been spent on acquisitions via deals, including Siemens? $382 million acquisition of RuggedCom, ABB?s reported $35 million acquisition of Tropos, Itron?s $100 million purchase of SmartSynch, and the $2.3 billion buyout of AMI provider Elster by British private-equity firm Melrose.?

Meanwhile, investment in distribution automation devices and power electronics was the weakest of all segments, totaling $13.3 million. Activity in this area was led by Varentec -- the stealthy Khosla Ventures-backed ARPA-E recipient whose automated voltage controllers are intended to manage the two-way flow of power more effectively than traditional electro-mechanical grid assets.

What to look for in 2013

The $14 million investment in situational awareness and analytics solutions provider, Space-Time Insight, in late 2012 foreshadows a year of further convergence between IT and utility operations. Without question, software and analytics solutions will see the most activity as physical infrastructure build-out slows and utilities search for new ways to streamline the management of network/grid operations while extracting additional value from new data sources.

In addition, we expect to see particularly strong interest in edge-of-grid distributed resource energy management solutions capable of providing real-time intelligence to manage and mitigate the effects of high penetration distributed generation and new loads such as EVs.

Taylor Swift and Eric Church Dominate The ACM Nominees List

The nominations for the ACM awards (American Country Music, for the uninitiated), were announced on Wednesday, and, as expected, Taylor Swift cleaned up. Everyone?s favorite broken-hearted girl picked up five nominations, including the coveted entertainer-of-the-year nod, the top honor in the award show. A win for Swift would make her the first solo female artist to ever win the award, but of course, she is up against some pretty tough competition with Jason Aldean, Miranda Lambert and the show?s co-hosts, Luke Brian and Blake Shelton also on the list.

Let?s not forget all of the other acts competing for awards, either. The overachiever this year has to be Eric Church, with his seven nominations. For those counting at home, that?s every category he?s eligible for, apart from Entertainer of the Year. Some other big winners (or potential ones, anyway) are Hunter Hayes with six nods and, of course, Miranda Lambert with five nominations. So it?s shaping up to be an interesting evening. With Hayes up for what could be his very first ACM win, and Miranda and Taylor both competing to be the first female entertainer of the year, there?s bound to be at least a little bit of tension in the air on the big night. Though we?re always keeping our fingers crossed for Taytay ? don?t tell anyone.

Pro-gun policies, NRA may undercut GOP Latino outreach

Republican opposition to gun control measures may damage the party amongst Latino voters, even as the party works to rebuild its image amongst the country?s fastest-growing voter block.

Just 18% of Latinos own guns, making them less likely than any other racial demographic to own a firearm, and they value gun rights less than any other demographic, according to a?February Gallup poll. An April 2012 poll found that 57% of white voters ranked gun rights over that of gun ownership, as opposed to 29% of Latinos who ranked gun rights over gun ownership.

?Community violence and gun violence is something that has a deep impact within the Latino community, Latinos are about seven times more likely to die at the hands of a gun,? explained Jennifer Ng?andu, the director of health and civil rights at National Council of La Raza. ?It?s hard to say if this is a swing issue for any community, but what I know is that people have very strong, visceral reactions about how they want to preserve community safety.?

The GOP has made enormous efforts to soften?its stance on immigration, an issue they hope will help sway some Latino voters towards their candidates in future elections, but party-wide has held strong on gun rights.

In his State of the Union rebuttal Tuesday, Sen. Marco Rubio doubled down on the GOP?s stance on guns: ?We were all heart-broken by the recent tragedy in Connecticut,? he said. ?We must effectively deal with the rise of violence in our country. But unconstitutionally undermining the Second Amendment rights of law-abiding Americans is not the way to do it.?

Ng?andu noted that while Republicans have certainly softened?their previous stances on immigration, Latinos aren?t a single-issue voting block.

?There?s certainly been a lot of calibration on what the GOP thinks on immigration,? Ng?andu said. ?The fact is there are a variety of issues that Latinos care about? the welfare of their communities, the economy, education.?

The GOP has aligned itself closely with the National Rifle Association, whose pro-gun efforts are perceived by some to be racist. An editorial published Wednesday in the Daily Caller cited Latin American drug gangs and urban looters as a reason Americans needed guns. Morning Joe host Joe Scarborough slammed the?editorial for ?racial undertones? that would hurt the party?s outreach amongst Latinos.

?Everything that Republicans are now trying to do to make up for their 27% showing in the election with Hispanics, Wayne LaPierre has undercut with this letter by talking about Latin American drug gangs, by talking about South Brooklyn,? he said on Thursday?s Morning Joe, referring to the low percentage of Latinos who voted for Romney in 2012 ?Again a racially tinged, very suggestive op-ed [by LaPierre] who Republicans are blindly following around.?

The NRA has a history of clashing with Latino politicians, too: In 2009, the NRA angered Latino voters and politicians when they opposed the nomination of Sonia Sotomayor to the Supreme Court. Democrats with strong NRA ratings wrote an open letter fighting their opposition to the nomination.

?We are concerned that your opposition will alienate Hispanic NRA members and dismayed that you may unnecessarily force some well-intentioned Senators to choose between disappointing the NRA or infuriating their Hispanic constituents,? wrote Reps. Joe Baca, D-Calif., Solomon Ortiz, D-Texas, and Silvestre Reyes, D-Texas, and John Salazar, D-Colo, who all had high ratings by the NRA.

Here's how we want Uncle Sam to spend our taxes

If you?re among the millions of Americans who will be filing your federal?income taxes in the coming weeks, chances are you?ve given some thought to how you?d like those hard-earned dollars to be spent.

A new survey finds that overall, Americans would like Uncle Sam to spend their tax dollars on making health care affordable, creating jobs and improving education. Defense spending and environmental protection were at the lower end of the list of priorities.

The online survey of a representative sample of 1,000 Americans, conducted on behalf of brokerage?TD Ameritrade in mid-November, asked respondents what three areas they would choose to support with their tax dollars. The survey has a 3 percentage point margin of error.

The survey found that 38 percent would like their tax dollars to go toward making health care more affordable, while 36 percent think the government should invest in job creation. About 28 percent said a top priority should be that the government improve the quality of education.

The least popular of the choices offered were protecting the environment, investing in job training and defense spending. Each of those garnered less than 18 percent of the vote.

In reality, your tax dollars are far more likely to go toward defense than education. Last year, the White House released a handy calculator so Americans could see where their tax dollars were spent.

According to the administration?s calculations, about 25 percent of tax dollars are going to national defense. Another nearly 24 percent is going toward health care, in the form of programs such as health insurance for children and Medicare.

While education may be a top priority for those surveyed, it is not currently a top budget item. A little under 4 percent of last year?s tax dollars went to education, according to the White House calculations.
